Windows 10 machine with 64GB of RAM but only 32GB is ever used

My computer has 64GB of ram and it shows 64GB in task manager. However when running a lot of programs the maximum memory usage it will get to is exactly 32GB or 50%. Any ideas what's capping the computer's memory usage?

The OS is Windows 10 Enterprise edition
