The recent Windows 10 Anniversary update contains an update for Hyper-V related to basic connections:
If you connect to a virtual machine using enhanced mode – it gets all the DPI information from the host, and does the right thing. However, if you are using basic mode – the guest OS is unaware of the host DPI. To address this we will now automatically scale the virtual machine screen display to match the host DPI – but only if you are using basic mode.

I am a fool, and did not see this prior to updating my host machine. As a result, my Windows 8.1 VM renders it's screen way too big. This VM is Generation 1, so connecting in "enhanced mode" is not an option. The only way I can remove the scrollbars is to reduce the resolution to something incredibly small - like 1024x768.
Here's a screenshot comparing the two:

Is there anything I can do to set the VM's DPI to better align with my host? I would like to be able a higher screen resolution, preferably without creating a new Generation 2 VM.
