Yes, they should be able to ping each other, in both directions: the reason is that the network of PC-B is wholly contained inside the network of PC-A, and PC-A is located in that portion of its network which also belongs to the network of PC-B.

The network of PC-B is

192.168.0.0.1 <-> 192.168.0.254

while the network of PC-A is

192.168.0.1 <-> 192.168.255.254
