What's the right configuration for tinc VPN under Windows?

I installed tincvpn on my Windows XP (SP3) and followed this tutorial to configure. So after I finished the configuration(i.e., creating tinc.conf and generating rsa key and creating hosts directory). I installed tincvpn to my office computer and did the configuration again. By following the tutorial, I copied the directory of VPN/hosts/home and pasted into VPN/hosts/ in my office computer. And I copied the hosts/office files from my office computer to hosts directory in my home computer. My office uses broadband Inteet connection. I have dialup inteet connection. The directory structure for my home computer and my office are below:

My home computer:

C:/Program Files/tinc/

          ├── rsa_key.priv
          ├── hosts/
               ├── home
               ├── office (copied from Office Computer)

Content of home file:

Subnet 10.20.40.1/32
  Address my ip address(dynamic one)

  -----END RSA PUBLIC KEY-----

Content of office file (I copied this content from my office computer):

Subnet 10.20.40.2/32
Address 192.168.0.15

The IP setting for my tinc vpn at home is:

IP Address: 10.20.40.1
  Subnet Mask: 255.255.0.0

The IP setting for my tinc vpn at office is:

IP Address: 10.20.40.2
  Subnet Mask: 255.255.0.0

Content of tinc.conf at home is:

Name=home
ConnectTo=office
Interface=vpn

Content of tinc.conf at office is:

Name=office
ConnectTo=home
Interface=vpn

Now I am trying to connect to my office computer using the above configuration. Unluckily, it does not work. As I am new in tinc VPN and VPN, I don't know what I miss. What I am trying to do is to host my php application (running in xampp) to my office. So I typed 10.20.40.1 in the office computer browser, it shows nothing. But at home when I browse 10.20.40.1, I see my application. What could I miss? Please help.
