VM as firewall/router/switch receiving packets on wrong mac

new to this so bear with me

how to route/setup multiple ips on a VM

for some reason i receiving every packet on on the interface with the lowest metric (and sometime on a random one)

i can ping all ips the sites are also working sort of

pinging ip 1.2.3.4 and i receive the packet on MAC 00:11:22 pinging ip 10.20.30.40 and i receive the packet on MAC 00:11:22 pinging ip 100.0.0.4 and i receive the packet on MAC 00:11:22

ifconfig shows the proper MAC addresses for the interfaces
