Chrome Popups Not Appearing

I just clean installed Windows 10, and ever since, none of my inteal Chrome popup windows appear. This means clicking on an extension toolbar button or the bookmarks star will do nothing but make the button appear pressed (see screenshot). I've tried disabling GPU-related settings in chrome://flags and updating my display drivers, but nothing has changed. Any ideas on how to correct this? Thanks.
