I have been having this issue for a while now and had no luck fixing it. I have narrowed it down to it being my computer as every other computer on the network can use ftp normally. My computer is using windows 10. FTP used to work fine not that long ago.
For example when attempting to view in chrome:
ftp://ftp.ncbi.nih.gov/ ERR_CONNECTION_TIMED_OUT
Then when attempting to connect with FileZilla it will connect, login, and then always timeout trying to get the directory listing.

However, when using FileZilla's site manager and connecting in active mode, everything works perfectly. I have no idea why passive connections no longer work.

The only security installed is Malwarebytes (free) and Windows Defender. I have tried looking in windows firewall but do not see anything that may be causing the issue.
