Management Studio Forgetting Setting

In Sql-Server Management Studio I change the following (IMPORTANT) setting in Tools > Options...

I change to 2 and 2.

I've restarted my machine several times but whenever I open a new instance of SSMS it has been reset to 4 and 4!!

Can anyone help make this setting stick?

I am using the 2016 edition of Sql-Server; with VS 2015 (with SSDT) also installed on this machine. I'm guessing there is some setting in another part of the Visual Studio shell that is overriding my Management Studio setting?
