Looking for a good open source application for capturing and aotating screenshots

I'm using the built in Snipping Tool to capture screenshots and then having to freehand draw arrows, adding text labels isn't possible.

Anyone know a good and free application that I can use to create semi professional screenshots with aotation capabilities or at least the option to draw professional looking arrows, add highlighting etc?
