Android or Ipad for digital signage with browser usage

Well I tried some things with booth tablets and I can limit the access to only one app on ipad, but not on android. But booth don't have a screensaver...

My idea is the following: You have a tablet with an open browser that shows a website, after a while inactivity the screensaver tus on and show some digital signage. Now there are two options: a) If someone appears in front of the tablet, it recognize it and the screensaver tus off and shows the browser instead or b) if you touch it, the screensaver tus off and shows the browser instead. Way a) is very luxurious, but maybe doable.

Maybe you know which tablet would be a better option and how I can realize it? As far as I know, there are only screensaver apps. But if I told my ipad it should only use the safari, are othere apps blocked or would the screensaver app act as it should? And do you know a very good screensaver app, if the ipad or android can't to this with inteal tools?
