Alter stream of keypresses coming from MSR90 mag stripe reader to feed into Stripe

I'm trying to connect the MSR90 mag stripe reader (https://www.amazon.com/dp/B00D3D3L8Y/) to Stripe.com.

The MSR90 reader works like a keyboard. When I swipe a card, it produces a string like this:

%B5107743668727593^SMITH/JANE B^18041010000000057000000?;5107743600000000=180410100000057?+00273831?

I want the string to look like this:

5107743600000000

This format would work with Stripe.com's "New Payment" window.

Is there a Windows program that can modify the keyboard stream? I imagine the program should recognize a regular expression patte in the keyboard buffer and modify it midstream.

The MSR90 device didn't come with any software. I tried using a program msr90Config_v220.exe, which I found online, but it didn't recognize the device.
