Images in header get cut off in print preview

This keeps happening. Here is a test document where I recreated the issue without any other content.

Here is the document with the header. You can barely see my hands in the photo.

Here is the print preview, the bottom is cut off.

Even if I make the picture smaller, it still cuts off. Again, this is a recreation. It happens with other images. I've tried resizing the image in various ways, adjusting the top margin, adding blank lines, and other things I can't even remember...

Ideas?
