Bright Spots on Dell E6410 screen

I am buying a refurb Dell Latitude E6410...but its screen is having a weird problem...it has some white dots which are most visible on white backgrounds as shown here, My question is wheather they will increase in numbers in the future if i bouaght the laptop...or if it will remain as they are, also wheather this indicates another problem in the LCD...Thanks in advance.
