Is there a way to password-protect the hosts file without any 3rd party software?

In my previous question, I tried to block certain websites using the hosts file. Now as I am the administrator of the system, I wanna limit the ability to write on hosts with a password.
I have read this question. But I don't like 3rd party softwares, because I think you can always sneak out by uninstalling the software.
As you see in the following photo, I have checked deny for the write access to the file.
I want to be able to alter deny to allow just by entering a specific password that is different from the windows password which is used to log in. Is there anyway?
