Hold outgoing spam by header in postfix

I would like to hold outgoing spam emails by checking the X-Spam-Flag header. I tried with smtp_header_checks (/^X-Spam-Flag:s+YES/ HOLD), but it doesn't allow HOLD. I don't want to discard it immediatelly, so it seems that I have to look for other solution.
