Windows 10 settings do not open when searched in the start menu

I have an issue with my Dell M4400 Laptop which I updated from Win7 to Win10 previously, Build 1511 ist installed, and all latest patches.

My problems affect the new "touch" settings menu, not the classic settings. I can open the settings menu from the start menu directly, and navigate to a specific sub-section without a problem.

However, there is a shortcut - you can enter "Energy" or "Display" in the start menu instead, and the integrated search will show you links that normally take you directly to the Energy- or Display-subcategory in settings. At least they do on all other computers i have running Windows 10, but not on this specific system. I can click the entries I searched for in the start-menu, but nothing happens at all.

Does anybody know why this happens, and how to fix it?
