No "Reset this PC" option in Windows 10

When I go to Settings -> Recovery, all I see is "Advanced Startup". I don't see the "Reset this PC" option that's supposed to be there. I checked using computer management and I see there is a partition called recovery.

Maybe the problem is that my computer was bought with Windows 10 Home and I then bought an upgrade to Windows 10 Pro. Is there some way to get reset the PC?
