How to turn a private cloud server into a public one

I have multiple private cloud servers that I use regularly and am looking to tu them into particioned ublic ones that multiple people can sign up for and use online and possibly from an app. I know html5 and have good knowledge of the cloud. Is there any easy-ish way to do this?
