Win7 Power Button text is changing

Really need a superuser's help. Have a Win7 Home 64 system with all MS updates as of this writing. The Power Button action has been set to "Restart". Some time after reboot, the button text changes to "Shut Down". Checking the registry shows the following key =4 which =Restart: HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionExplorerAdvancedStart_PowerButtonAction Driving me crazy. Any ideas what is causing this text change or how I can chase it down?
