iPhone Sync with iTunes

I have downloaded iTunes for windows to get voice memos off my phone. I tried syncing it and there was a large voice memo file that did not get exported ,it gave an error so I tried it again the process completed without any errors but the library did not get updated. I tried reset sync history, reset, reset cache options from the preferences but that did not resolve the issue.

I also deleted another voice memo that was exported successfully from the library but on syncing again the library does not get it back so what am i doing wrong? How can I update the library again with items that are deleted or give an error?
