How do I give postgres more memory to increase performance (on windows)

I have postgres 9.3 on win7. I have fixed ability to login (md5 fix in configuration) and now I would like to tweak the performance. Give the service more resources (more RAM). How do I do that? (either editing config and restarting or I also have pgAdmin III installed).
