What is the easiest way to make a multi touch whiteboard/signage app for windows 7

I am looking for a way to create some software that can be used with a windows 7 desktop that uses a multi touch screen (large, about 40 inch)

The whiteboard is used on a hospital ward with 28 patients. I want to assign variables to each patient to describe whether or not they have had certain harms or are using certain equipment. I want the patients to be represented by touchable icons/cards in a ward layout map user interface.

I could go to the software company we use here to help make this, but they have fees and I wish to lea and impress. I am not looking for a complete solution. I am looking for a start, for example, what languages would best suit? Is there software out there that allows this sort of creation already? Etc
