Are third party Deb Files safe to install on ubuntu?

Does ubuntu centrally scan and ensure the safety of .deb installation packages? (Like apple store)

If not, what are some good way that I myself do some scaing to ensure safety to use it. (in windows I usually do a antivirus scan)
