Well, there's the obvious: Connector. But if it fits, then there shouldn't be anything else besides voltage and amps.
This to me sounds like there's something more to it. Is your laptop able to power up from it, but it's just not charging? If that's the case, the charge circuitry could be at fault, or the battery itself.
PS: 1.5V charger for a laptop? Are you sure it's not 15V? I'm having a hard time believing that the laptop just needs 1.5V, as most laptop chargers are 12V or more.
