HD is running at 100% and is almost completely unresponsive after power outtage

So there was a thunderstorm and my pc was on. I went to the kitchen and the power flashed off and came back on. When I retued to my pc, I tued it back on so that I could check it was ok and give it a proper shutdown. Well, just my luck, as soon as windows loaded, the power flashed off and back on again. Later, when the storm had passed, I rebooted the system. Windows loads but my apps are pretty much unresponsive. I can't launch anything except windows system stuff, and those take about 5 minutes to respond. The HD is spinning and spinning and, according to task manager, running at 100%. I don't know what is wrong or how to fix it. I'm using a spare laptop to post this and it's hell to type on.
