How to shut down trend micro anti virus from command prompt

I need to shut down my trend micro anti virus from my command prompt. My computer will not start up and and won't system restore because the anti virus is preventing it. Endless restarts and attempted repairs, it won't self correct.

I have windows 7.

I built my own rig so there is no support I can contact.
