Unable to change specific settings and registry values

Just fresh installed Windows 10 a few days ago and everything works fine, except for two things: The inability to set default apps, and the inability to remove the "- Shortcut" text from shortcuts.

I have installed every single update there is but those two things consistently fail. Every time I choose a program in the Default Apps settings, it's like nothing happened; the 'Choose an app' popup closes, and the setting I was trying to choose it for remains unchanged. As for the shortcut text, I'm running a .reg file to change it (this is the same file I used before the reinstall so it should work), but it doesn't happen. I then tried to go into regedit and change the value there, but when I refresh the regedit window I see that the value has been reset to something else (ex. it was 1b 00 00 00, I change it to 00 00 00 00, refresh, and it becomes 1e 00 00 00 and etc). Other registry changes such as adding new keys elsewhere do persist however.

How do I get those two things working?
