Swap function key requirement on Dell XPS

I have a Dell XPS 15 Win10 laptop. There are a standard set of key bindings like volume and screen brightness on the function keys; if I want to use the actual F1 button, I have to hit Fn button+F1.

I don't want to remap the keys, but just swap the 'priority' - F1 would become the actual F1 button, and Fn+F1 would be the manufacturer binding.

I know how to do this on a Mac, but not sure if this is a Win10 or manufacturer setting, and where it would be.
