Phantom Russian keyboard layout is keeping added by itself

I bought Notebook with pre-installed Russian Windows 10 (Lenovo G510). I then downloaded then English language pack and installed it. After that I downloaded Windows 10 Upgrade tool which, I don't know why, downloaded Russian version of Windows 10 so I upgraded to Windows 10.

I use Kyrgyz layout and English. Kyrgyz has Cyrillic alphabet so I don't need Russian at all, but my system sometimes adds Russian layout by itself and it's not listed in the Language settings. To temporarily solve the problem I gotta sign out and sign in again, but it's just annoying because Russian layout keeps adding itself again and again.

I used to use Windows 7 and windows 8.1 and never got such bug.
