Laptop temperatures still too high after cleaning

I have Thinkpad T440p that was getting around 60c on the HDD and 70-80c on CPU/GPU so I decided to take it apart and give it a good cleaning with pressured air in a can and replacing the thermal paste on the heatsinks. There wasn't much

After finishing up everything, I booted up the laptop and let it run idle for a few minutes with SpeedFan ruing.

The temperatures are not changing even when using the Logitech LAPDESK N700 cooling pad and it seems that the laptop fan is ruing on low RPM.

This is a huge issue, mostly due of the HDD temperatures, since 50c on HDD is too hot already.
