"Security update for Windows (KBXXXXXXX) is already installed on this computer"

I have been having recurring issues with software patches for Windows 7(x64) and Microsoft Office (x86). My issue is not that windows wants to install updates that are already present, but rather it says updates are installed when they are not. This is not specific to one or two, but a couple dozen patches across several machines. Typically, I will receive notification a machine has an outstanding issue that needs to be patched, and will download it from Microsoft. Generally, it is just a .dll or .exe file in the system folders that needs to be updated to specifications. When trying to install the standalone patch, I will receive the notification "Security update for Windows (KBXXXXXXX) is already installed on this computer". I have tried going into C:WindowsSoftwareDistributionDownload and deleting the files, followed with an attempt to install and update, but still no luck. Could anyone point me in the right direction?
