How to remove Excel password (I know the password) WITHOUT Excel?

Spent about a few hours scouring the net for an answer, but nothing so far has worked.

I've tried DOCRECRYPT with absolutely no success, the certificate side of things are broken and there is no fix for it right now. I repeat, this tool DOES NOT work, it is an absolute rabbit hole. It seems this will only work on the computer that generated the document, trying to decrypt on any other computer will result in failure with no fix on the horizon. Please do not suggest DocRecrypt.

Open Office can't seem to handle it either.

Any ideas? Environment is Windows 10.
