Ports still refusing coection even though they're forwarded and ruing on VPS

I recently asked a question regarding why my coections were refusing and I thought it was answered but it seemed not.

I have a Windows 2012 VPS and I have a MySQL service ruing through UniServer + it's unblocked/port-forwarded through the firewall.

Yet the issue is http://canyouseeme.org is still saying the coection is being refused. I am trying my best but could it be the VPS provider? Sorry for all these questions.
