block all inteet traffic and only allow manual added executables (Norton)

I would like to default block all my inteet traffic. Therefore I have created within Norton a new data traffic regulation setting (ger.: Datenverkehrsregel) which blocks every income and outcome information.

This is how it looks like: Translation: Blockieren: Block; Richtung: Direction; Ein/Aus: On/Off

My problem is that I now can't add manual programs which need inteet. For instance, how would I add Chrome?. Within the rule, I can add IP addresses but I want to add executables like in the program controlling tab (ger.: Programmsteuerung).

So is there a simple way how I can simply block all my connection with or without Norton and only add executables which I want to have Inteet?
