Android Bluetooth Refuses to Connect

So, I'm using a Windows 10 and an android Kitkat. I'm trying to connect them via Bluetooth. I can do it once, but then once I've disconnected them, there's no way to reconnect them. Eventually it does start working again, but I'm not sure what has to happen before it does.

My computer won't list any devices and gives errors when I connect from the phone. If I choose on the phone to connect, it'll show a notification on the computer. But if I click it, it just says, "That didn't work" and that I have to "remove it from my PC." Only, I already did.

What's weirder is that I have an unremovable device in my Device Manager under Bluetooth with the name of the phone. If I uninstall it, it just retus, and disabling it doesn't seem to help at all..
