I've already viewed this post but it doesn't answer my question. When I install a packed extension from my file system, it works for one session but then the next time I open Chrome, I get this alert:

I have also thoroughly read Chrome's Alteative Extension Distribution Options and have tried to use that solution. I created a extension_id_here.json file and placed it in ~/Library/Application Support/Google/Chrome/Exteal Extensions/. Its contents were the following:

But it loaded for one session before giving the same error again.
I checked the Console.app application like the troubleshooting suggested but there is no "Console Messages" option on the left pane, and looking through the logs myself, there is no message saying "Can not read exteal extensions."
All I want to do is load a packed or unpacked extension from my filesystem permanently, and not have to reinstall it for every session.
