laptop restarts when i try to use my webcam either on teamviewer or skype

From 2 or 3 months i am having a problem that when ever i try to use or switch on my webcam for any purpose the windows crashes and laptop restarts

tried changing the OS from Win 8.1 to Win 10 and back to Win 8.1

is there any possibility that on laptop is infected by any kind of VIRUS

if yes please suggest the best antivirus
