online gps service acting like GPS unit and share data over tcp/ip

I'm bed wit English, and don't know what to put on google search!!!. I have rtl-sdr program on which I can determine max. signal destination. This app needs com port, there are couple solution over net for piping TCP/IP on virtual com port. I need GPS service online who shares data location over net or TCP/IP, what is my options, except that I buy GPS unit or ask friend with smartphone!!!
