How to change the default path windows explorer uses when uploading a file to a webpage?

Users are complaining of an access denied message is displayed when attempting to upload a file to a website after clicking OK explorer points to the users desktop.

I have established that the issue is that the path C:userspublicpublic desktop that windows points to when uploading a file is inaccessible by the user (This is intentional).

to sum it up is it possible to programmatically change the default location for windows file explorer to point at when uploading files?
