After android compilation : system not completely flashed

After successfully compiling android (I chose the correct version for my Nexus 9 : aosp_flounder-userdebug ), I'm having trouble flashing my Nexus 9, I think that it does not flash the full image :

the .img size is 1.5 gb

• My bootloader is unlocked
• It flashes without problem the stock image
• Nexus 9 doesn't require you to copy additional driver since they're already on a vendor partition.
