BD rom erratic access / device not migrated

Swapped old drive for a new Panasonic BD ROM disc drive. It is behaving erraticly. I can hear it spin when discs are not in and I've noticed that buing data with ImgBu is haphazard, cause looks like the drive is opening itself at odd times, and some of those times is during buing, causing a few coasters.

Also noticed that Windows 10 device manager shows a "device not migrated" notice in the device event tab.

Any suggestions to stop the drive's erratic reads?
