XenServer vSwitch Controller

I'm working to stand up a vm server however I'm running into an issue with the networking. I can't seem to create a Cross-Server Private Network for the vm's. I run the following command xe-switch-network-backend openvswitch however it doesn't persist across reboots and it still doesn't allow me to create any kind of virtual networks between vm's. Has anyone else run into this solution before? If so how did you get it to work? It looks like Citrix has decided not to give out their switching virtual appliance anymore which might be part of my issue.
