Can the useless whitespace displayed by Windows Snipping Tool be shrunk?

I use Snipping Tool regularly to capture scree shots, and then frequently wish to compare against current displays. I waste so much time eliminating the ~50 pixels border that Snipping Tool insists on displaying in its UI. Is there some way to instruct it to use say 3 pixels instead of ~50 as the padding size?

Here is what the problem looks like, where the dark border approximates what was actually snipped from the screen. Nearly every snip I waste about 30 seconds rolling the scroll bars to eliminate the extraneous white space.:
