have a external keyboard as dvorak

Is it possible to configure so a standard exteal keyboard is configure so it uses Dvorak and with the inbuilt keyboard still using qwerty

I am using windows 8 and have managed to add Dvorak as a language in the control panel. how do i then configure the exteal keyboard to use it will the inteal stills uses qwerty.
