Firewall rules by command in Windows will still work when using 3rd party firewall software?

Firewall rules can be set by command in windows, this way: https://support.microsoft.com/en-us/kb/947709

Would those command still work if the computer has a 3rd party firewall (like Comodo, ZoneAlarm, etc) installed?

I'm used to Linux iptables, so I was wondering if those 3rd party software uses some native windows libraries to apply rules.
