What is the easiest way to copy users from one server to another?

We have about 20 servers on AWS, and we could login only on one of them from local, if we want to log in on others we have to do it from this main master server but everybody use root user which was very insecure. I created couple of users on that Master server, and I want to use that users on other servers too. Is it possible to copy users theirs ssh keys and passwords from one server to another or I had to create user and keys on every server manually?
