How Much Truth is to the rumors That someones Telegram account was and used for Fraud?

As Everyone knows the developers of Telegram Are Claiming it is the most secure Program and no one has been able to hack it Yet , there is even rumor that the developers are rewarding anyone who can hack telegram, while from time to time we read people claim their telegram was and used for fraud and etc. , Or some peaople claim they were asked to copy and resend a code (More Likely A number) and then their account was used for illegal purposes, So What's The truth? is Telegram Really Secure? Or It Can Be Hacked Like They Widely Claim??
