Download Booster from Samsung Galaxy S7 on Microsoft Surface(w10)

I was impressed by the download booster feature on the Galaxy S7 Edge that I have now(I'm sure this feature existed before), and I wondered if it's possible to do the same on Windows 10?

I have a Surface which is coected through Wi-Fi, but I also have LTE on it, which is much faster than my wifi network.

When downloading or streaming movies, it takes so long through wifi, I wondered if it's possible to get Windows 10 to download files that are over 100mb simultaneously with Wifi & 4G?

I have tried anything yet as I don't know if I need to install extra software or if I will have to do some network adapter tweaking.
