Control Bandwidth with Mac Address TPlink

Hello guys I was wondering if there is a way to control the bandwidth using the MAC address on a TPLINK router. the place where I come from the bandwidth is quite expensive so one need to be careful but my brother keep on downloading due to which the package finishes. I have tried to control the bandwidth using the IP but I think that doesn't works maybe because I limited my brother incoming bandwidth to 30kb but I just saw that he was getting 204kb which is wrong. So now I can't understand what to do and I couldn't find anything on MAC address.

One thing more if there is any way is an app or if there are some setting that I can change in the ROUTER please let me know about them. Thanks
