I can't use my ADLS speed

My router gets 16Mbps speed but because of my isp I only can use 3Mbps. I think I still get the same amount of speed but they limited over my router. So There must be something I can do. I am using Airties RT 204v

As you can see this is from my modem interface it shows that it gets 16Mbps. Any ideas?
